Answer:

Yes, most definitely be TJI needs to be repaired. Golden rule with TJI’s is that you don’t mess at all with the flanges.  Holes may be cut through the webs, but even then, only in approved locations, spacings and sizes.  Since the bottom cord is mainly intention (unless it is subjected to wind uplift forces and such) then you may repair it with some metal, coil strapping from Simpson.  Install the strapping with screws on each side.  The screws will typically separate the fibers of the bottom cord rather than interrupting them.  alternatively, you could install a 2 x 4 on each side of the web, just above the flange. The two by fours would be glued and screwed to each other through the web.

 

When all that is done, flog the person who cut through the bottom flange in the first place!
